Dear WAEC,
Your recent media popularity has kept me wondering what on hell really happened? Hear-say has it that after the Accra floodings, your office got flooded massively due to some leakages at your offices known as 'apor' or 'yaazo'.
But are we surprised? No!! Each year questions leak, but the problem now is where does the leakage occur?
The last time I checked, your office owned 3 pipelines or so. One running from the headquarters to the printing house, another one from the printing house to the depot and the last one running from the depot to the exam centres. But the place where the 'apor' really rained cats and dogs was on social media. I mean how?
So which of these pipes is the root of the leakage? Sewage experts believe it may be either the first or the last pipes.
I can't blame you entirely since demand goes with supply and the market is controlled by factors of demand and supply. So who demands it?
It's the wish of every parent to see the child pass, hence the 'loving ones' purchase a paper at 100 Ghana Cedis for their wards. Why do you think a lot of parents are peeved? They've had 500 Ghana Cedis go down the drain.
The battle for top school in Ghana continues as long as procreation takes place every 5 minutes. Meaning more students, more money. How can you run a school and have your students failing in examinations? It's so not possible. So some schools also ask and it's supplied. After all, the children pay a Ghana Cedi each for the leaked questions popularly known as 'apor'.
Demand for 'apor' is high and the black market is profitable. But once WAEC is flooded with 'apor' then there are people either working with or affiliated to you who are tampering with these pipelines.
Unfortunately, the papers of these innocent kids were cancelled and that is what is causing the rave all over. It's not the first time B.E.C.E papers have been cancelled in this country. I personally side with you reason being, it's a form of malpractice and it decreases the value or purpose of the exam. The question most people are asking is if the kids should suffer for your negligence.
Only if people within, upheld their integrity, it wouldn't have happened this way. It's a cycle which must affect everyone. I love the fact you accepted responsibilty but then, what is the way forward so that the innocent don't continue paying for the sins of the guilty ones?
I can't tell how you distribute your questions and how effective your security is at your printing house and depot but I can make certain suggestions.
First of all, check the printer you use in printing. Modern printers have memories which allows you to print any document if you want to. Why not delete the memory after printing a set of questions cos it can be retrieved anytime and with the reliability of social media, the questions go leak in seconds.
Check your security: who goes in and who comes out. All those there should enter phoneless or carry no devices with them except their name tags. Before signing off, you must conduct a serious search on those working there.
You can not trust every worker in there. Insert CCTVs in the printing house to make monitoring effective if there is none.
Last suggestion before I leave, how many plumbers has WAECt? How effective are these plumbers?
Cos likeI stated earlier, there is always a leakage each year not only in B.E.C.E but in the
WASSCE exams also. I hope you're not trying to affirm the proverb, "little drops of questions make a mighty 'apor'".

Unit to your company. They are always putting things into pipelines and none of them have leaked. So if you would agree, just call me and let's talk. The price is very moderate.
Your reputation as the only examining body in Ghana (I stand to be corrected) is at stake. Over 50 years you've played this role.You can't allow a little administrative error to set you back. Everyone in Ghana admires you.You can't mess up now.
I would only advise that you GET a Fund for a plumber too to fix those leakages else your credibility would be soaked with the debris in your flooded office and even those who claim you failed them meanwhile wrote nothing during exams would also get something against you. Please respect yourself!!!!!!!!
Mind you, Atongo and his Interplast pipes are on stand-by awaiting a contract.
